Scope item 5 · internal equity and compression

Where the County's own scales already squeeze supervisors and long-service staff

Compression has two layers. The structure itself can put a new supervisor below the top of the range they supervise; then individual placement can put long-service employees near new hires. The first layer is visible in the published charts, so we measured it below for 32 pairs of titles on the same career path, where the higher title supervises, leads or is the next step up. The second needs the County's employee file and is shown on invented data.

29 of 32pairs where the lower title's step 12 is above the higher title's step 1
8pairs where the higher title starts less than 5% above the lower one
33%range spread on the nursing chart, so overlap is built in

Title pairs on the same career path, from the FY27 charts

Entry gap = step 1 of the higher title over step 1 of the lower title. Top over entry = the lower title's step 12 over the higher title's step 1; a positive figure means a long-service employee in the lower title can out-earn someone newly promoted at step 1. For example, an RN at step 12 earns 28% more than an RN House Supervisor at step 1. Promotion rules may place people above step 1; the audit reads those rules and the actual placements.

Titles and grades from the County's FY27 charts. Career paths and reporting lines are inferred from titles; the audit confirms them from the organization chart and job descriptions.

The individual test

For each employee we compare position in range with what time in the job would predict. People well behind the line are compressed; people well ahead may be paid above peers for reasons worth checking. We also test new hires against longer-tenured staff in the same title, and every supervisor against the people they lead.

The fix, and its price

Every flagged case gets a recommended adjustment under a written rule, and the adjustments roll up by department and fund: all at once, phased over two budget years, or worst cases first. The Board sees the total before it chooses, and HR keeps the rule for future hires and promotions.
